Foreclosure Prevention Program

Homeowners facing foreclosure will be able to speak individually with a trained specialist who will:

• Assess where they are in the pre-foreclosure or foreclosure process.

•  Provide information about specific loan modification programs that may be available.

• Offer guidance on how homeowners can file complaints about suspected lender or mortgage servicer abuses, such as predatory lending. 

Homeowners should bring copies of their mortgage documents, loan payment records, or any other information relevant to their personal mortgage that could be useful. Consultations are one-on-one with NYS Dept. of Financial Services specialists. 

This is FREE service. No appointments necessary.  Open to all Dutchess County homeowners.

Dutchess County Housing Coordinator Anne Saylor:

“This program is designed to assist seniors make necessary home safety repairs that may be otherwise be too costly or difficult for them to do on their own.   Low and moderate income seniors can take advantage of zero percent loans and deferred payment, up to $20,000, to make these repairs.”

The program provides zero percent loans and deferred payment loans up to $20,000 to income eligible senior citizens.  Loans are repaid through a monthly payment while deferred payment loans have no monthly payment and are repaid when the homeowner leaves or sells the property.  The type of assistance to be provided is based on income.  Households making between 0-50% of the county median receive deferred payment loans and households making between 50-80% of the county median receive zero percent interest loans. 

Eligible repairs include minor to moderate rehabilitation necessary to alleviate building code violations.  The focus of the program is repairs to “major systems” such as: roofs, furnaces, decks/porches, structural problems, handicapped accessibility, electrical, and plumbing.  Properties with necessary repairs that substantially exceed $20,000 will not be eligible for assistance. 

Remember, you need to “substantially” exceed the amount of $20,000 dollars to “not” qualify. Repairs could potentially be slightly over and you’ll still be eligible.

Eligible properties include single-family detached properties.   In Dutchess County, a home must be valued at or below $247,285 to be eligible for the program.  This limit is established annually by the federal government.  Generally, the “full market value” listed on a homeowner’s most current property tax bill is used to determine this value.  Mobile homes, condominiums and townhouses are not eligible for the program.

Eligible applicants must be 62 years of age or older and their household income must be below the following maximums:

                                    4                         $65,000                   

 

Eligible applicants must be named on the deed as an owner.    Eligible applicants can have other persons on the deed as long as they are also one of the owners.  Life tenants and properties owned by trusts are ineligible.  Applicants must show the Dutchess County property is their principal residence. 

For 2012 eligible properties may by located in any Dutchess County municipality except the City of Poughkeepsie, which has its own CDBG allocation and program, and the towns of Fishkill, East Fishkill and Village of Wappingers Falls.   

The Town of Fishkill, Town of East Fishkill and Village of Wappingers Falls will be participating in the program in 2013.  Applicants from these three communities will be put on a mailing list and their applications will be mailed in early January 2013.

Consolidation of Services Possible

Study of potential Dutchess fire department consolidation complete
POUGHKEEPSIE – The results of a study by Pace University exploring the feasibility of enhancing cooperation or consolidation of services provided by the Fairview Fire District in the towns of Poughkeepsie and Hyde Park with five other departments in Dutchess County will be released next week.

A state grant funded the study conducted by the Michaelian Institute at Pace will not make any recommendations, but rather provide findings, said principal investigator Michael Genito.

“What the finding is going to show is how the facilities and equipment are laid out currently and how consolidation may or may not benefit them,” Genito said.

The study looks at possible cooperation between Fairview and one or more of five other departments – City of Poughkeepsie, Arlington, Hyde Park, Roosevelt, and Staatsburg Fire.

 When the then Chief Gallante and myself applied for this grant, we recieved a sum of $45,000.00 to just do a look see. Fairview Fire District Board of Commissioners added $5,000.00 more and finally we’ll see the outcome.

Fire Kills 3 in Fairview Fire District

 Being a First Responder and a member of the Fairview Fire Police, this was a terrible night for all who were present.

 When upon arrival and living only 2 blocks away, the Firefighters had already arrived before me. The response from the Fire District was as fast as anyone could imagine.

 The night turned into day before I realized how long I’d been there.  Time seemed like it had gone so slow, Emergency crews were everywhere. 

 The scene was horrific and I hope to never go thru this type of fire ever again.  I came to realize how important everyones jobs are and how invaluable every piece of apparatus is. 

 It is my biggest fear that unless all come to fix the Emergency Services issues in our District as well as in other Districts, this type of incident will continue.

 My prayers  for those families and their friends I have met in this past week.

 

 Last week Executive Steinhaus put Dutchess County Residents into Litigation. Steinhaus created the Collective Bargaining Agreement and is now putting Legislators into Litigation because of it. Not only is he putting Legislators into litigation by doing so, Dutchess County Lawyers and Courts will be involved because of his mess.

 Why is he doing so is far beyond me. Our Tax Dollars will be spent and he doesn’t care!     

Page 25 of the Legally Binding Agreement HE Created states: 

            Section 12 part (b)

                        Contracting Out. The County will not exercise its right to contract out if the result of contracting out is the layoff or discharge of then existing Employees. 

 Maybe you should write to remind him HE still represents Dutchess County.

 
Committee approves extending sales tax in Dutchess
POUGHKEEPSIE – The Budget and Finance Committee of the Dutchess County Legislature, approved asking the state legislature to allow it to continue charging an additional three-quarters of one percent local sales tax.If approved in the end, it would not increase the county sales tax, but maintain it at the current level.

County Legislator James Doxsey suggested the time is right to roll it back to save consumers money.

“This would be a perfect time to reel back taxes in Dutchess County. That three-quarters of a percent, it’s not an increase, it is truly an extension, but to reel this back to three percent and give the Dutchess county residents some relieve, would be the perfect time to not extend this,” he said.

Legislature Chairman Robert Rolison said the county would lose millions if the extra tax lapsed. Specifically, he said the county would lose $2 million in 2010 and $26 million in 2011.

The full county legislature did approve the measure.

Doxsey Writes: This happened a few months ago, relief was my intentions, I voted NOT to extend this Tax, people need relief As Soon As Possible. Senator Steven Saland voted also in favor to Extend this and it passed State Legislation. 

 When will the Leaders get it, what else do we have to do to get rid of failed Legislators?

Our state needs good, middle-class jobs, not a $5 billion tax cut for the wealthiest residents. Albany should rescind the millionaires’ tax cut and use the funds to put New Yorkers back to work.

 

Tuesday evening, the Dutchess County Legislature voted to put off allowing the people to weigh in on the 2012 Budget until after Elections?  This Budget comes out every Halloween Eve,  guess it’s Trick or Treat time.  After all, where is the Transparency and how can they be judged after pulling a scheme like this?

Well, they can’t be judged, not this term coming up. Waiting until after the 2012 Budget is presented, then not allowing YOU- the Voters to weigh in on it, is plain wrong and dishonest at the minimum. They even CHANGED the date of the regular meeting for a week later just to NOT allow the Public to speak on it.

 The response was they needed time to take it all in? Really, 9 days until you can respond to something that will have a Negative Impact on everyone who lives, works or worships in Dutchess County? 

 Better look to see who voted in favor of this one, you can be sure it wasn’t me!

 
Dutchess legislative committee rejects statewide fracking ban
POUGHKEEPSIE – The Environment Committee of the Dutchess County Legislature voted on Thursday not to urge New York lawmakers to adopt a statewide ban on hydraulic fracturing to harvest natural gas.

Supporters of a ban cited environmental reasons; opponents said the comment period is still continuing on an environmental impact statement the state performed.

There is an apparently small portion of the Utica Shale formation under Dutchess. County Legislator Robert Weiss didn’t think a state law would fly.

“I don’t believe that fracking will occur in Dutchess County as it just doesn’t have enough land mass to make it a profitable endeavor for a gas company,” he told fellow lawmakers.

Legislator Daniel Kuffner wants all information studied before any action is taken.

“I am not totally yet convinced that all of the data that has come forward from the companies that are involved in this procedure has been truly reviewed and the public made aware of what the actual concerns and results of the cracking are,” he said.

But, Legislator Joel Tyner believed the time is right to vote on the measure.

“We do not need to jeopardize the water that we need to drink every day through fracking,” he said.

Some county lawmakers noted that earlier this year, several Republican legislators signed a letter to the state urging officials in Albany to impose a one year moratorium until all studies have been completed.
